We have a pitcher we play against that presents the ball and slaps her glove again as she goes into windup . She sets presents ,hands go back then asthey come forward slap together again on the way up and around. Is this a legal pitch?

Speaking ASA

What is illegal about it? There is no "presenting" the ball in any ASA ball

The only requirement in SP is that once the pitcher comes to a stop on the pitchers plate, the next move must be to pitcher the ball.

Now, if she is coming to a stop on the PP with the ball in hand and then going through any function that isn't part of delivering the ball, then the umpire can call the pitch illegal

For fastpitch:

The answer depends on what you mean by "presents", since "presenting the ball" in not a defined action in the rule book and not a requirement for the pitcher.

For ASA softball, there are "Pitching Preliminaries" that the pitcher must follow before delivering the pitch. These preliminaries include what some people generically might refer to as her "presentation".

The Pitching Preliminaries include how the pitcher must enage the pitcher's plate with her feet, having her hands separated with the ball in either the glove or bare hand, then pausing to take a signal, or simulate taking a signal from the catcher. After all of those preliminaries have been met, the pitcher may deliver the pitch.

Legally delivering the pitch requires first joining the hands, then separating them. The pitcher is required to do that once. If she does it more than once, it is an illegal pitch.
