R1 on 1st base line drive to SS that is caught, R1 is off the bag and SS throws back to 1st to try to double up therunner, ball goes out of play, I know the runner still must go back and tag 1st before advancing on his awarded 2 bases. my question is even though he has already legally attained 1st base does going back to re-tag count as 1 base and therefore end up on 2nd, or is he awarded 3rd?

I believe in Utrip it is the last base you occupied plus 1. In this case he would need to re-tag 1st as it was the last base he occupied and then get second

No it is two bases, but bases you are required to re-touch count in the award. If the runner was between second and third on a fly ball and the outfielder threw it out of play, in USSSA he would only get to go back to first.
