USSSA 14u girls Fast pitch time out rules

Are there different rules for different timeouts? I had an umpire tell me this weekend that this was the case.
Scenario: 2 outs. Runner on 1st base. The defensive players request a time out. It was granted. The entire infield huddles in the pitching circle. The runner steps off the base to talk to the base coach. The umpire calls the runner out for leaving the bag.
He claims that there is a difference between a coaches time out, a player's time out and an official's time out.
I have not been able to find this rule anywhere in any rule book.

If play was suspended, the runner can leave the base. If he's saying that the ball was live, then he should have been calling a ball on the batter after 20 seconds have elapsed since the pitcher had not released a pitch.

The ball is live or it's dead. Can't pick and choose who it's live or dead for.

This is the only thing that I have found that is close to what the ruling was -
USSSA Rules Rule 4 Sec 8 B: Offense: Each team, when on offense, may be granted not more than one charged conference per inning to permit the coach or any of that team’s personnel to confer with the base runners, the batter, the ondeck batter or other offensive team personnel. The Umpire shall deny any subsequent offensive team request for charged conferences. This offensive team charged conference rule is effective when the ball first becomes live in each half inning. When a defensive player requests time to speak to one or more defensive players, base runners may not abandon the vicinity of their bases without it being a charged offensive conference. NOTE: If either team is charged with a conference, base runners are no longer restricted to the vicinity of their bases.

Right. But you’ll note the penalty is a charged conference. It doesn’t give a provision for an out there. And she was “in the vicinity”. Bad out call there.
