Any appeals

with bases loaded, does it matter which base is appealed 1st if you want to appeal that the runners on 1st and 2nd left the base early on a caught fly ball, do you have to appeal the base closest to home 1st?

It does not make a difference in USA Softball. You may appeal any runner for leaving early on a caught fly ball, even if it would be in excess of 3 outs. The order will not change anything in this specific instance.

Yet post 3rd out appeals may not be acceptable under certain circumstances

Okay, barring the issue of infielders leaving fair territory, the umpires leaving the field, etc...

The only circumstance under which it wouldn't be accepted is if the runner(s) being appealed did not actually score. Beyond that, the order in which the fourth (and fifth or sixth) out appeals would be made make no difference.
