Question #1: A runner is standing on 2nd base at the time of the throw, which sails out of play. Does he get 3rd, or home?

Question #2: A batter/runner hits a single, rounds 1st, then dives toward the bag when a "pickoff" throw sails out out bounds past the 1B. Where does he end up?

Correct. Even if the runner must retreat to previous bases to tag up.

example: runner on first, less than two outs. Batter hits a deep fly to left. the runner from first takes off, and is almost to third base when the LF catches the ball and throws back toward first, going over the 1b head and out of play. Even though the runner was between second and third base when the ball was released, the runner gets home. He must still go back and retrace his steps during the dead ball, and touch second, first, second, third, and home, but the award is home.
