Other Baseball interference with fielder

Runner on 1b. Batter hits ground ball to 2b who bobbles and as he picks up ball runner plows into him.

What is the ruling? And the rule?

There are just as many baseball sanctioning bodies as there are for softball, and they each might have a little bit different interpretation. So, was it high school, little league, major league, college?

For instance, in high school baseball if the fielder bobbles the ball, but it is still within reach, he is still considered to be in the act of fielding the ball. This would be interference. And, if the umpire judges that the runner intentionally plowed the fielder, that would be malicious contact and the runner would be ejected.

Other rule sets may not give the fielder additional protection from interference once the ball is bobbled. That is, the fielder would no longer be considered as in the act of fielding the ball.
