should an umpire allow a pitcher to begin his motion to pitch when he knows that the batter has 1 foot totally out of the batters box.....should he halt play and tell batter he needs to position his feet in box before allowing pitch? this is senior softball SSUSA

No, the umpire should not allow a pitcher to pitch the ball until the batter has both feet completely within the batter's box. Yes, the umpire should halt play until the batter has both feet completely inside the batter's box. If the batter is instructed by the umpire to "get in the box" and refuses then the umpire "should" begin calling strikes on the batter.
