Blocked ball what is the ruling

Situation: Runner is caught in a run down between 2nd & 3rd base when the ball is blocked in an out-of-play area from an overthrow (dugout). Runner was headed back to 2nd base when the overthrow occurred.

Is the runner awarded one or two bases?

If the runner was headed back to 2nd is that counted as one base and then you give them 3rd as well?

Or is the runner awarded 3rd and home since the runner does not need to retouch 2nd and not counted as one of the two bases they are awarded by rule?

Speaking USA Softball (ASA), the award would be based on the runner's position at the time of the throw. Always, always, always. The direction they're running in does not affect the award. So in this case, the award would be home plate.

I believe USSSA would rule similarly, but with the caveat that if the runner is required to touch a base (such as tagging up on a fly ball), then the award is based on that particular base. However, in this example, he's not required to touch second base. I believe the award would be home plate as well, but U-Trip does whatever the hell they want.

Two bases, forward, regardless of which direction the runner was headed. Award runner third and home.
