I have been very confused on this I see it in rule book of some leagues. How can a runner go retouch a missed base if ball is dead

The question is why is the ball dead. If the ball is dead due to an action by the defense, I.e. throwing the ball out of play. They can go back and retouch. It wouldn't be fair to penalize the offense when the defense throws the ball out of play.

Would be helpful to know the exact situation. Unfortunately there are quite a few “what ifs” too.

In general though USA softball, a runner must be given the opportunity to correct a base running mistake on situations like a missed base and the ball going out of play, being blocked, etc. On awarded bases, a runner must still go back and retouch any base missed or left early BEFORE advancing to any awarded base. If they fail to do so, they are liable to be put out on appeal. It’s not automatic (must be properly appealed). The umpire shouldn’t coach either way.

Perhaps if you explain your scenario your question may be answered correctly

Well let's say I call time and the runner on 3rd missed 2b. Can he return to 2b after I've called time?

Thank you for the clarification. In USA, “no runner may leave base” during this time until the ball is pitched. The language about completing base running assignments is only around the ball “becoming dead” via going out of play or being blocked. 8.7.I.3 is the USA rule.

So, as an umpire, you shouldn’t grant time while play is happening. As a player, know the situation and touch all bases in legal order or make any retouches during a live ball.
