Other Freedom called ball rule

Can someone explain the last part of this rule from the book? I have played & always been told by umps ball is live & to move to keep from getting hit with the ball.Never seen a player awarded a base for getting hit by a ball LOL!

Sec 9. A CALLED BALL. A batter shall be charged a ball when:
A. A pitched ball does not enter the strike zone and the batter does not swing.
B. A pitcher pitches an illegal pitch not swung at or hit.
C. A pitcher pitches a ball outside of the strike zone and hits a batter. The batter
shall automatically receive ball four (4) and walk to first base.

i see this in the youth fastpitch section of the 2014 freedoms sports rulebook but not the slowpitch section
