Two outs?!? She/he tagged forced runner first then stepped on the bag.
After looking at it again look like they may have stepped on the bag first so not sure if forced runner can come back , although they never left the bag?!?

Filmed with a potato and a bad angle so it's hard to see the detail. I'm inclined to agree that the tag-step happened and would give 2 there. Guy not running helps to sell the call, too.

Looked to me like he stepped on the bag first and then the tag. In that case, I've got one out and runner is safe as the bag is no longer "occupied" and he can return. Batter is out.
