USSSA Incidental contact

BR hits a dribbler up the first base line. Pitcher grabs the ball and gets to 1st base just prior to the runner. The pitcher slows down, almost stops on top of 1st base. Is it incidental contact if the BR plows into the pitcher on top of 1st base?

Probably a had-to-be-there. How "plowy" is the plowing-into? Could be malicious contact, but yeah, I'd have to see it. Can't be obstruction; pitcher has the ball. Might be interference, if there's another play; especially if there's a safety base, he shouldn't be where the pitcher is. Could be incidental, but the ASA rules keep moving away from the whole idea of incidental contact.

Definitely sounds like incidental contact, as long as the pitcher either has the ball or is in the act of receiving the ball. It happens a lot.
