USA used to allow metal in State and National tournaments like 10+ years ago. Is that still a thing?

Rule 46 seems to indicate metal cleats are allowed at umps discretion?!? Says allowed then last sentence says if warned by ump that they are not to do so they will be ejected?!?!

It seems like the last sentence pertains to all of the exclusions in the prior sentences. So if you're playing adult co-ed where they are illegal...

At nationals it would be legal, at states it's going to depend on your state. In mine, it is not legal. They just put in turf a couple years ago and metal spikes are not allowed in the complex.
