The rules are in place to create the game. With no rules at all, you would just have an indiscriminate number of people doing things that may or may not be related. Unorganized chaos. No rules in place would create a situation similar to turning loose a bunch of 5 month old puppies in the lawn and walking away.
With decent enough rules, you can create some semblance of a game, but at some point chaos will ensue. The more precise and all-encompassing the rules become, the better chance you have to avoid reaching chaos.
