Other Question about fastpitch pitching motion

We use NFHS rules. One of the pitchers on our team started to rock back, then forward, and then rocked back again before starting her delivery. There was a large shift of weight and the motion looked awkward but her feet stayed in place and did not lift. The rules I have only mention "that once the hands are brought together and are in motion, the pitcher shall not take more than one step which must be forward, toward the batter and simultaneous with the delivery."
I guess my question is the rocking back and forth a legal? if it is does the rule I mention above cover it? Thanks

That sounds awkward, but if she isn't taking a step, it seems like it would be legal. Sometimes all depends on the ump.
