This all boils down to pregame communication of the umpires on who is doing what.
In most cases (USSSA, GSL, WSL), fly balls to the OF are the BASE UMPIRES responsibility and the tags are the PLATE UMPIRES responsibility. Normally, the BU will signal a catch with an out signal or no catch with a safe signal following with a point to the ground, and the PU will verbally announce the OUT for a catch (with hand signal) or a safe signal for a no catch.
Most balls in the gap that appear could be a close catch/trap, the BU should go out to get a better look. In this case, the PU gets tags and will act as a 1man crew in regards to positioning and runners.
I have no idea what USA/ASA or NSA or ISA or anything else suggests.
