no. its a federal institution. Not sure why ASA will not allow me to purchase them straight from ASA.

Your state or local ASA commissioner should be able to get you one. If you still need one, I can send you a 2016 one also.

No, and... no.

They no longer print two rule books. The Umpire Manual is printed and distributed separately.

And there is no PDF publicly available anymore. They do, however, have apps for your iOS or Android smartphones.

Have you even bothered to talk with the league about this umpire? Showing him the book can be received the wrong way.

And for cryin' out loud, the previous post just said that there's no PDF! Come on, man, read!
