Substitute as Courtesy Runner

In USA/ASA Senior softball (men and women) can a substitute on the line up card be used as a courtesy runner without being classified as "in the game"?

2024 USA rulebook, Rules Supplement 12 paragraph D:

In Senior Men and Senior Women’s Slow Pitch, unlimited courtesy runners may be used and can be ANY player on the line-up card.

The use of the courtesy runner, while they are "in the game" upon release of the first pitch (legal or illegal), doesn't change their designation. If they have only been a CR, they can still be used as a sub at a later time.
