Any Foul ball for out ... tag up?

I hope I state this correctly:

R3 is on 3rd base with 1 out. B5 has one strike and one foul. He hits a long fly ball to left field which is caught in foul territory. R3 tags and scores from third.
(In USSSA the ball being foul on the second strike, the batter is out)

USSSA Ruling : B5 is out and R3 must return to third as the ball is dead

Is it the same in all associations?

No, not the same in all associations. You can tag up and advance on a caught foul fly in ASA.

If it's close to that line you should catch it. Just my opinion though.

+1 I had a teammate that had a similar situtaion and it may of been the other team but I think it was some dumbarse on our team that shouted "let it go", so he watched it land a foot inside the line...incredible

why do you catch a foul ball that would be an out with a guy on 3rd? You let that ish drop

Why would you let the ball drop if you're under it and it's going to be a strikeout anyway in USSSA? Had it happen last year that a gust of wind brought the ball back into fair territory, since the fielder had given up on it thinking it was going to be foul two runs scored.
