Any helping a runner

if a base runner falls down between bases and the trailing runner helps him up "without passing him" , is this legal or is he out for helping him up

This is legal under ASA & USSSA. I'm not sure about other associations.

I've never seen a baseball or softball rule book where this is NOT legal.

Coaches can't assist runners. But an active runner may assist another active runner.

The key here is to not pass the runner. A runner may legally assist without passing a fellow runner.
