The runner forfeits there exemption from liability to be put out. If the runner continues to second base after over running first base. Does this mean if a runner over runs first he can't go to second on a wild throw

No, it means that once a BR turns or "makes an attempt" to advance to 2B on any type of play, he/she must return to 1B or keep going on to 2B. Once the turn is made towards 2B the runner is now liable to be put out. Umpire judgment is used here when determining if the runner truly intended to advance to 2B. Just because the runner turns inside the diamond does not necessarily mean they were going to advance past 1B.
