What I suggest you do is contact paypal and the fbi internet fraud complaint center.

I would also contact his local law enforcement.

Make sure you have every conversation that you had with him saved. Also make sure you have the paypal info.

You should first demand your money back and warn of the actions your about to take. If he doesn't smart up, then you should take these actions.
