orange bag tagged first ...no out at first?

ground ball to 1b goes off the his glove, picked it up in foul ground and goes across 1b touches orange bag then white bag , umpire calls dead ball runner is safe, cause the orange bag was touched first , is that the correct call?

Nope.

Speaking USA Softball (ASA), if the ball ricochets off of the fielder's glove and takes him into foul territory to get the ball, he's allowed (not required) to use the orange portion of the base. By the same rule, the batter-runner is now allowed (not required) to use the white portion of the double base.

The orange base is an extension of the white base. Really just a bad call by the ump, but stuff happens. Hopefully he went home, looked into the rules, and now he knows.

Now if he fielded the ball in fair territory and touched the orange bag first for no particular reason, then the ump would be correct.

I was playing right field ... the ball went off his glove was over foul line by a few inches 1b momentum took him a foot or so into foul.ground ... runner had stopped so there was no possible collision 1b picked up the ball stepped across the bag touching orange then white. So touching orange first is a dead ball BR safe?

No, it is not a dead ball.

I think dead ball is wrong, but if the batter-runner would have continued through the play and beat the defender to the orange OR white side of the bag before the defender touches the white side of the double bag (NOT the Orange) then the BR would be safe.

Nope. As already noted, if the fielder is making the play from foul ground he is allowed to use the "outside" colored base.

Somewhat ironically, this is a safety issue created by the safety base! If we still required the fielder to cross over to the white base, now the fielder and the runner are on a criss-crossing collision course. The safety base ain't so darn safe when that happens! So, this is one of the limited circumstances that allows the fielder and the runner to use the opposite bases.
