In a standard scoring league I would actually give the edge to Palmer this week. Eli is playing against a tough 49ers defense and Palmer is going against a banged up Charger defense that has no pass rush and is banged up in the secondary.

This, an Eli is looking to be far more reliable this year so far. Palmer has done nothing and it has been a short week to prepare as well.
