I tried the search function but it looks like a monkey fing a football. Is it legal this year to steal in ASA or did they change it this year and do away with it. Start of game last night we could not and then half way through the LD says we could. Just trying to see what ASA says and does anybody have a link to the rulebook? Thanks

ASA has allowed stealing for years now, but most leagues didn't adopt the rule.
Remember: ASA rules are written for national championship play, not for a league. Your league is free to do whatever they want, and if your LD decides to change rules mid-season (or, apparently, mid-game), that's on him/her, not ASA.
