^^^^ I have never seen this in a rule book.
In USSSA only the 1st baseman and catcher are allowed.

If you were to make a point-by-point study of all the different rule books for all the different sanctioning bodies, it would be fairly split down the middle. Some allow mitts only at the catcher and first base positions. Others allow a mitt to be used at any position.
