Other SSUSA Play at home

Bags loaded 1 out. ball hit to third.3rd steps on bag and chases runner toward home. the runner stops just before the commitment line. Then as he is about to be taged steps across it. 3rd baseman after tagging the runner flips the ball to catcher on home plate.
Question : 1 Is the runner safe when tagged after crossing the commitment line?
2 Can he be still put out by touching home plate after the tag?

We used to run this play when hitting - the runner is safe - cannot be tagged on/after the commit line - we used to stop short of the line then step on the line just before the tag.... - not sure the runner is awarded home or if the 2nd half of the play stands....most fielders are not saavy enough to complete by throwing home & some throw to another base thinking to get another advancing runner.
