When exactly are you able to start playing 40s?

I have heard many different answers and not sure what the actual rule is. Here is the few I've been told:

1. Can play after you turn 39
2. Can play once you turn 39 but after the worlds have been held
3. Can play starting Jan 1 the year you will turn 40

Not sure about 40's ball but where I am 50's ball is Jan 1 of the year you turn 50, so #3 would be my guess.

If you are turning 40 in 2017 you are eligible to play in Winter Nationals Nov. 2016 (SSUSA) Oct. 2016(ISSA), not sure when SPA Winters are(Oct/Nov) 2017 rosters start with 2016 Winter Nationals.

Ju25 is correct. If you turn 40 anytime in 2017 you are eligible to play in the 2017 "season".
