Yes, I have read the Flag code. The debate part is mostly about the flag being on athletic apparel at all, the NFL did it this weekend, BUT they followed the code, the Flag was added as a patch, so it can be removed and retired accordingly. I know you're in the Coast Guard, you shouldknow what I'm talking about.
