You have alot of 10 man teams that have pitchers who give up alot of fly balls and depend on that 4th outfielder.Alot of 10 man teams don't have the team speed to play a 3 man outfield.It isn't a matter of not wanting to play 9 man it's a matter of playing on a level that meets the skill level...
